Try running the game in Win98 compatibility mode (right click on the executable or a shortcut, select Properties and switch to the compatibility tab). Even if that doesn't help with the auto-scrolling, it can prevent a rare bug from occurring which can corrupt items in Vista/7 (
Inventory graphic placement bug). Maybe that or one of the other compatibility options will help with the scrolling.
If you hit X to centre the screen (double clicking on a character portrait should do the same), then left click on the ground and hold the mouse button down (to direct your character(s) to move) does the screen auto-scroll when you release the mouse button? Holding the left mouse button down should lock the camera on the lead character (though so should 'X')
Left clicking on the minimap (in an uncovered area) will direct your selected characters to move to that location.
There are a couple brief cutscenes if you leave the cell and head either west or south and then west in the corridors. The camera should pan over to a guard in each location and then return to the characters. I don't know if that will effect whatever is causing the scrolling, but it is worth a shot.
Did you try shutting down all non-essential programs before starting the game, particularly anything related to the mouse, or virtual screen programs, etc?
